DATA DISKS: GENERAL INFORMATION | |______________________________________| This set of diskettes contains all the data received (by January 1991) in response to the Second and Third United Nations Surveys of Crime Trends, Operations of Criminal Justice Systems and Crime Prevention Strategies. Each data file is a Lotus 1-2-3 (Release 2.0) worksheet. Moreover, with the exceptions of CODEBOOK.TXT and PKUNZIP.EXE, all of the files are COMPRESSED (indicated by the .ZIP extention), and must be decompressed before they can be used. In addition to CODEBOOK.TXT (the file you are presently reading), Disk1 contains two other files: PKUNZIP.EXE and LPOPULA.ZIP. PKUNZIP.EXE is a program that must be used to decompress the compressed (.ZIP) files. Instructions on how to decompress files are on the following page. LPOPULA.ZIP contains two compressed files of population data; one has been edited for use with the Second Survey data, the other for use with the Third Survey data. Disk2 contains two files: UN2INFO.ZIP and UNWCS2L.ZIP. UN2INFO.ZIP holds a number of compressed ASCII files which provide comments on the Second Survey data. UNWCS2L.ZIP contains all of the Second Survey data files (compressed Lotus worksheets). Disk3, Disk4, and Disk5 hold three files: UNWCS3LA.ZIP, UNWCS3LB.ZIP and UNWCS3LC.ZIP (respectively). These three files contain all of the Third Survey data files (compressed Lotus worksheets). 3 A. How to Decompress the Files ------------------------------ Included on Disk1 is a program that will decompress the .ZIP files. The program is called PKUNZIP.EXE. To decompress the files, do the following: (1) Copy PKUNZIP.EXE and all the survey files you wish to decompress onto a storage device (e.g., hard disk) with plenty of extra storage space. The Second and Third Survey files, when decompressed, take up between 5 and 10 megabytes. (2) Then enter one of the following commands: PKUNZIP *.ZIP (to decompress all compressed files) or PKUNZIP filename.ZIP (to decompress a particular compressed file, where "filename" is the name of the file you want to decompress. For example, PKUNZIP LPOPULA.ZIP decompresses the file named LPOPULA.ZIP.) After decompressing all of the files, you will have 127 files--14 Second Survey data files, 78 Second Survey INFO files, 33 Third Survey data files, and 2 population files. 4 _________________________ | | | II. SECOND UNITED NATIONS SURVEY DATA | |__________________________________________| The Second Survey data set consists of information from 78 countries. The countries are coded according to the UN/UNDP alpha code system. The codes are listed in the previous section of this codebook (Case Information, pp. 4-6). The data are in files which relate to particular areas of interest (e.g., apprehensions, prosecutions, etc.) as opposed to individual countries (the form in which the original data was provided). A list of the contents of these files is provided on pages 12-49. Data has been included for questions only when there is a useful amount of non-missing data. In general, any question with less than one-third of its data available has been left out. There is also data for whole countries only, very few countries having supplied sufficient data for largest cities. Some countries, but not all, had data for survey questions number 38, 39 and 40. These questions contain population and demographic statistics from the World Bank and United Nations Development Programme (UNDP). Data concerning questions 38-40 are provided in DEMOWLTH.WK1. Some particularly problematic data have been listed as missing, even if figures were available. These are obvious from the information (INFO) files provided. The INFO files contain details on missing data, troublesome data, etc. and are provided country-by-country (INFO.ARG- INFO.ZIM). They should be studied before using the data. Data and information from the Second Survey are provided in the following files. Second Survey Definitions ---------------------------- Below are the definitions used in the Second U.N. Survey. CRIMES RECORDED BY THE POLICE refer to the number of penal code offences or their equivalent, i.e., various special law offences but excluding minor road traffic and other petty offences, brought to the attention of the police or other law enforcement agency and recorded by either of these two agencies. Attempts to commit are included. If no crime data of this kind exist, please try to use another category of measurement of criminality, e.g., "cases brought to the attention of prosecution", "cases prosecuted" or "cases presented", including this alternative basis of measurement at the heading of the table. "OFFENCES COMMITED" and "attempts to commit" should be included as a combined category for both the whole country and the largest city. If a separate subcategory of "attempts" is recorded in your country, these figures should be provided but not subtracted from the combined total. INTENTIONAL HOMICIDE refers to death purposely inflicted by another person, including infanticide. NON-INTENTIONAL HOMICIDE refers to death not purposely inflicted by another person, including manslaughter but excluding traffic accidents resulting in death. ASSAULT refers to a physical attack against the body of another person, including battery but excluding indecent assault. DRUG CRIMES refer to intentional acts that may involve cultivation, production, manufacture, extraction, preparation, possession, offering for sale, distribution, purchase, sale, delivery on any terms whatsoever, brokerage, dispatch, dispatch in transit, transport, importation and exportation of drugs and psychotropic substances. Some countries may wish to refer to the provisions of the Single Convention on Narcotic Drugs of 1961 and other regulations adopted in pursuance of the provisions under the Convention on Psychotropic Substances of 1971. RAPE refers to sexual intercourse without valid consent. KIDNAPPING refers to the abduction and seclusion of a person by deceit, by force or threat of force, with or without ransom demands. ROBBERY refers to the taking away of property from a person overcoming resistance by force or threat of force. THEFT refers to the stealthy taking away of property without the owners' consent, including burglary and housebreaking. It includes theft of a 9 motor vehicle, and both simple and aggravated theft as defined by the criminal law of each country. Shoplifting and other minor offences, e.g. pilfering and petty theft may be included or not according to the usual practice of each country. Please indicate . . . which is the case in your country. FRAUD AND EMBEZZLEMENT refers to, respectively, the acquisition of property of another by deception or the wrongful appropriation of the property of another which is already in one's possession. BRIBERY AND CORRUPTION refers to requesting and/or accepting a material or personal benefit, or a promise thereof, in connection with the performance of a public function, for an action which may or may not be a violation of law, promising as well as giving material or personal benefit to a public officer in exchange for a requested favour. The ADULT/JUVENILE categories should be based on national legal definitions of the age distinction between adults and juveniles, and should not include children below the age of criminal responsibility. PERSONS APPREHENDED refers to persons who have been identified and apprehended as alleged offenders by the police and/or other law enforcement agency but not necessarily arrested. If data are not available for this category, please provide the data for the closest category available, e.g., arrested, noting this in the heading of the table. The term "Total number" (of apprehensions) . . . refers also to various special law offences but excludes minor road traffic and other petty offences. POLICE OR LAW ENFORCEMENT SECTOR refers to public agencies whose principal functions are the prevention, detection and investigation of crime and the apprehension of alleged offenders. If the police are part of the national security force in your country, please try to limit as far as possible replies to the civil police proper as distinct from national guards or local militia. If there are many local forces, please provide data on them if possible. If some personnel of this sector fulfil prosecution functions, please note accordingly . . . In the "other" category please include the number of support staff, i.e. typists, record clerks etc. who are not policemen. CLEARANCE RATES refer to the proportion of offences recorded in 1979 which have been attributed to suspected offenders by the police or other law enforcement agency. PERSONS PROSECUTED refer to alleged offenders proceded against by means of an official charge initiated by the public prosecutor or other law enforcement agency responsible for prosecutorial proceedings. The term "Total number" (prosecuted) . . . refers also to various special offences but excludes minor road traffic and other petty offences. It refers to all actions initiated within the calendar year or other reference period which must be specified. 10 PROSECUTOR refers to a government official whose duty is to initiate and maintain criminal proceedings on behalf of the state against persons accused of committing a criminal offence. If the function is performed by the police, please so specify, and provide relevant information below table. CONVICTIONS refer to pronouncements of guilt in respect of penal code offences or equivalent by a criminal court or other legal body duly authorized to do so under national law, whether later upheld or not. The terms "Total number" (of convictions) . . . refers also to various special law offences, but excludes minor road traffic and other petty offences. PERSONS CONVICTED refer to persons found guilty by any legal body duly authorized to do so under national law. The term "Total number" of "Persons Convicted" . . . includes serious special law offences but excludes minor road traffic and other petty offences. If persons are convicted in significant number by any agency other than the courts, please state which and provide statistical details . . . RECIDIVISM refers to the commission of a further criminal offence. In some countries, it may also include cases of violation of probation or parole which result in actions by appropriate legal bodies and change the offended legal status. If that is the case in your country, please note this. If possible, please provide recidivism data for the whole country for (a) all persons convicted in 1978, by crime type, and (b) all persons released from prison in 1975, in aggregate, in both cases as of the end of 1980. JUDGES AND MAGISTRATES refer to both full - and part-time officials authorized to hear civil, criminal and other cases, including appeal courts and make dispositions in a court of law. Please include also associate judges and magistrates, who may be authorized as above, within this category. Lay judges and magistrates refer to persons performing the same functions as the professional officials but who do not have the same formal qualifications as the categories above. Assessors and advisers should be included under "others". PROBATION refers to conditional freedom granted to an alleged or convicted offender who may additionally be requested to meet certain conditions of behaviour and accept the supervision of a probation agency. SUSPENDED SENTENCE refers to conditional freedom granted to an offender found guilty, with a further condition that the sentence suspended for that offence may be later imposed. COMMUNITY SERVICE orders refer to various obligations in lieu of other sanctions, to undertake assignments for the benefit of the community. LIMITATION OF LIBERTY refers to sanction whereby the offender is allowed to remain in freedom but with restrictions in terms of mobility and 11 other civic rights with or without additional special orders which may be imposed upon the offender. RESTITUTION refers to the compensation of the victim by the offender of the losses or injuries sustained in part or in whole, as all or a part of the sanction imposed. PRISON refers to all penal facilities where offenders and alleged offenders are deprived of their liberty. The PRISON POPULATION should be given as of one day, preferably one which may be considered typical for the whole year. PRISON STAFF refers to all persons employed full-time in all aspects of the operations of the prison system. It includes: (a) MANAGEMENT STAFF whose primary responsibility is the management and policy administration of staff and institutional programmes; (b) CUSTODIAL STAFF, such as guards, whose primary responsibility is the custody of all inmates, and the maintenance of order in the institution; (c) TREATMENT STAFF whose primary responsibility is the welfare of inmates, including medical staff, psychiatrists, psychologists, and social workers; (d) OTHERS such as support staff, typists, record clerks, etc. 12 B. THIRD UNITED NATIONS SURVEY DATA | |________________________________________| The Third Survey data set consists of information from 93 countries. The countries are coded according to the UN/UNDP alpha code system. The codes are listed in Section II (Case Information, pp. 4-6). The data are in files which relate to particular areas of interest (for example, crimes, suspects, etc.) as opposed to individual countries. The filenames are in the order in which the variables appeared in the Third Survey questionnaire, denoted by the first letter of the filename. For example, the first question on the questionnaire relates to resources and, consequently, the first file is called ARESOURC.WK1. Likewise, the second question relates to police data, and the second file is named BPOLICE.WK1. After the letter Z is used, the first letters become AA, BB, etc. A list of the contents of these files is provided on pages 56-147. Third Survey Definitions --------------------------- The definitions used in the Third Survey are as follows: INTENTIONAL HOMICIDE refers to death purposely inflicted by another person, including infanticide. Please indicate whether certain categories of attempted homicide are charged or prosecuted as "aggravated assault". NON-INTENTIONAL HOMICIDE refers to death not purposely inflicted by another person. It includes manslaughter but excludes traffic accidents resulting in death. ASSAULT refers to physical attack against the body of another person, including battery but excluding indecent assault. Some codes distinguish between aggravated and simple assault; please provide the major criterion for this distinction if it applies in your country. RAPE refers to sexual intercourse without valid consent. Please indicate whether statutory rape is included in the figures provided. ROBBERY refers to taking away of property from a person, overcoming resistance by force
