ABOUT THE FOURTH SURVEY In resolution 1984/48, the Economic and Social Council requested the Secretary General to continue conducting quinquennial surveys of crime trends and operations of criminal justice systems. In resolution 1990/18, the Council requested the Secretary General to convene a meeting during the Eighth United Nations Congress on the Prevention of Crime and the Treatment of Offenders, to consider suggestions for revising the survey questionnaire. The Council recommended that the Fourth United Nations Survey of Crime Trends and Operations of Criminal Justice Systems cover the period 1986 to 1990, and that subsequent surveys shall be carried out in two year intervals. In resolution 1993/34, the Economic and Social Council reaffirmed the usefulness of information collection activities in crime prevention and criminal justice for policy development and programme planning. The primary goal of the Fourth United Nations Survey is to increase knowledge regarding the incidence of reported crime and the structure of criminal justice systems, as a basis for improving the international exchange of information. The main objectives of the survey includes: first, determining which data are generally available in national data bases and, secondly, to serve as an instrument for strengthening co-operation among member states, by putting the review and analysis of national crime-related data in a broader context. The Fourth Survey, covering the years 1986-1990, builds upon the three prior United Nations crime surveys, which together cover the years 1970-1985. Combined the surveys are a valuable source for charting trends in crime and criminal justice over the last two decades. The Fourth Survey was distributed to all member states of the United Nations in August, 1992. As of June, 1994, 98 survey responses have been received (a 73% response rate). During the validation phase, any data points which represented a 30% change from the surrounding years were recorded and re-submitted to the responding countries for verification and explanation. Validation requests were sent to 91 countries between January and May 1994. As of June 1994, 39 countries have responded to the validation requests. The countries in the Fourth Survey data set are identified by codes which are taken from the UN/UNDP alpha code system. The codes are listed in Section 3 of the codebook. The data are in files according to substantive content (e.g., apprehensions, prosecutions, etc.) rather than individual countries (the form in which the original data was provided). A list of the contents of these files is provided in Section II, "Data Diskettes." II. DATA DISKETTES This diskette contains all of the data received (by August 1, 1994) in response to the Fourth United Nations Survey of Crime Trends and Operations of Criminal Justice Systems. Each data file with the exception of the codebook (codebook.txt) is an SPSS/PC+ V3.0 system file in compressed format. The system files can be retrieved from within the SPSS program by typing GET FILE filename. Altogether, there are 17 separate data files included on this diskette. Those wishing to analyze data from multiple data files at the same time will need to merge the files using the SPSS JOIN/MATCH COMMAND. Each country has a unique country code that is used on every data file. Before merging files it is necessary to first sort all files to be merged by country codes (to put the data in each file into the same order), and then to merge the files according to country codes. Below is a brief description of the data on each file. More elaborate descriptions of the data can be found in Section III of this codebook. ARESOURC.SYS Criminal justice resources. DEFINITIONS OF TERMS 1. Intentional homicide refers to death purposely inflicted by another person, including infanticide. 2. Non-intentional homicide refers to death not purposely inflicted by another person. It includes manslaughter but excludes traffic accidents resulting in death. 3. Assault refers to physical attack against the body of another person, including battery but excluding indecent assault. 4. Rape refers to sexual intercourse without valid consent. 5. Robbery refers to the taking away of property from a person, overcoming resistance by force or threat of force. 6. Theft refers to the taking away of property without owner's consent, excluding burglary and housebreaking. It includes the theft of a motor vehicle. Shoplifting and other minor offenses, e.g. pilfering and petty theft, may or may not be included as minor thefts according to the usual practice of individual countries. 7. Burglary refers to unlawful entry into someone else's premises with an intention to commit crime. 8. Fraud refers to the acquisition of the property of another by deception. 9. Embezzlement refers to the wrongful appropriation of property of another which is already in one's possession. 10.Drug-related crimes refer to intentional acts that may involve the cultivation, production, manufacture, extraction, preparation, offering for sale, distribution, purchase, sale, delivery on any terms of whatsoever, brokerage, dispatch, dispatch in transit, transport, importation and exportation of drugs and psychotropic substances. 11. Bribery and corruption refers to requesting and/or acceptance of a material or personal benefit, or promise thereof, in connection with the performance of a public function for an action that may or may not be a violation of law and/or promising as well as giving material or personal benefit to a public officer in exchange for a requested favor. 12. Other refers to serious types of crime that are completely different from those listed above and that are regarded as serious and frequent enough to require a separate category in the criminal statistics of each country (e.g. arson, kidnapping, conspiracy or membership of a criminal association). 13. Crimes recorded by the police refer to the number of penal code offenses or their equivalent, i.e. various special law offenses, but excluding minor road traffic and other petty offenses, brought to the attention of the police or other law enforcement agencies and recorded by one of those agencies. 14. Police or law enforcement sector refers to public agencies whose principal functions are the prevention, detection and investigation of crime and the apprehension of alleged offenders. 15. Prosecutor refers to a government official whose duty is to initiate and maintain criminal proceedings on behalf of the state against persons accused of committing a criminal offence. 16. Persons prosecuted refers to alleged offenders prosecuted against by means of an official charge, initiated by the public prosecutor or the law enforcement agency responsible for prosecution. 17. Persons convicted refers to persons found guilty by any legal body duly authorized to do so under national law, whether the conviction was later upheld or not. 18. Judges and magistrates refers to both full and part-time officials authorized to hear civil, criminal and other cases, including appeal courts, and make dispositions in a court of law. 19. Prisons refer to all penal and correctional institutions wherein offenders and alleged offenders are deprived of their liberty. 20. Admissions to prisons refer to the number of such events throughout the year and not the number of people admitted on a particular day of the year. 21. Prison Population is the population of incarcerated people, awaiting trial or adjudication, and/or imprisoned offenders, given as of one day which may be considered typical for the whole year. 22. Management staff refers to the staff whose primary responsibility is the management and policy administration of staff and institutional programs. 23. Custodial staff refers to the staff whose primary responsibility is the guarding of all inmates both to prevent escape and to maintain order in the institution. 24. Treatment staff refers to the staff whose primary responsibility is the welfare of the inmates, including medical staff, psychiatrists, psychologists and social workers. IV.
