Priortoitsconsiderationoftheadditionalinternationallegalinstruments,theAd m$ HocCommitteediscussedtherelationshipbetweenthoseinstrumentsandtheconventionagainsttransnationalorganizedcrime.ThediscussionwasassistedbyacontributionbytheGovernmentofAustralia(A/AC.254/L.9).PursuanttoGeneralAssemblyresolutions53/111and53/114,theconventionwastobeaself-sufficientandself-standinginstrument.Thehighestprioritywouldbegiventothesignature,ratificationandentryintoforceoftheconvention,andeveryeffortshouldbemadetonegotiateatextthatwouldbeconducivetomeetingthatpriority.Theadditionalinternationallegalinstrumentswereviewedinprincipleasoptionalprotocolstotheconvention,coveringareasthatrequiredspecificity,whichtheconventioncouldnotmeet.Therewasaneedtoensurethattheoptionalprotocolswouldbeconsistentwiththeconvention,notonlytoensurecompatibility,butalsotomaximizetherelevanceandapplicabilityofgeneralprovisions,suchasthosepertainingtointernationalcooperation,whichwouldbecoveredundertheconvention.However,itwaspointedoutthateachinstrumentwasintendedtomeetspecificconcerns.Consequently,theinstrumentsmightrequireabroadscope.Inthatcase,alsoin *]$2 linewiththerelevantresolutionsoftheEconomicandSocialCouncilandtheGeneralAssembly,thepossibilitythattheadditionalinternationallegalinstrumentmightbeindependentfromtheconventioncouldnotbeexcluded.Therewasadiscussiononwhethersignatureoforaccessiontotheprotocolswouldbepossiblewithoutpriorsignatureoforaccessiontotheconvention,thegeneralpreferencebeingtowardsrequiringpriorsignatureoforaccessiontotheconvention.TheAdHocCommitteedeemedthatitwasmoreappropriatetodiscussthatissue,togetherwiththequestionofreservations,whenconsideringtherelevantarticlesofthedraftconvention. vv 0 v 19.
