Draft questionnaire on United Nations juvenile justice standards and norms

Note by the Secretary-General

1. The Economic and Social Council, in its resolution 1993/34, section III, requested the Secretary-General to commence a process of information-gathering to be undertaken by means of surveys, such as reporting systems, and contributions from other sources. The Council further decided that the surveys should be conducted over a two-year period in order to enable Member States to have sufficient time to provide replies.

2. The Council, in its resolution 1995/13 of 24 July 1995, requested the Secretary-General to develop questionnaires on the United Nations Standard Minimum Rules for the Administration of Juvenile Justice (The Beijing Rules) (General Assembly resolution 40/33, annex), the United Nations Guidelines for the Prevention of Juvenile Delinquency (The Riyadh Guidelines) (General Assembly resolution 45/112, annex) and the United Nations Rules for the Protection of Juveniles Deprived of their Liberty (General Assembly resolution 45/113, annex), to be considered by the Commission on Crime Prevention and Criminal Justice at its fifth session.

3. Following previous practice, the questionnaire on United Nations juvenile justice standards and norms will be made available to the Commission as a conference room paper, in English only (E/CN.15/1996/CRP...). The draft questionnaire has been prepared on the basis of the experience gained in conducting the other surveys on the use and application of standards and norms in crime prevention and criminal justice, the results of which have been brought to the attention of the Commission, as reflected in documents E/CN.15/1996/16/Add.1-4.
