Introduction

Ancillary meetings include meetings of non-governmental and professional organizations participating in the Tenth Congress as well as meetings of professional and geographical interest groups.

Ancillary meetings very often are organized on an ad-hoc basis, drawing on the expertise available at the Congress from both the representatives of Governments, intergovernmental, non-governmental and other professional organizations, as well as individual scholars and practitioners, all with a high level of expertise in the subject matters to be discussed.

They address specific issues of concern to civil society in a much more informal manner than the regular sessions of the Congress. Discussions are practical oriented and help give life to many new initiatives to fight the scourge of crime. They are characterized by a direct involvement of all participants in the consideration of an issue, however sensitive.

In addition, orientation meetings coordinated by the International Scientific and Professional Advisory Council were held daily for non-governmental organizations and other interested parties, providing information both on the regular sessions of the Congress and the ancillary meetings. At the orientation meetings time was allotted to non-governmental organizations and other interested parties for announcements, requests and discussion.
