Participation and attendance procedures All Member States and non-Member States of the United Nations have been invited to take part in the Congress. According to the Provisional rules of procedure of the Congress, representatives of organizations that have received a standing
invitation from the General Assembly to participate as observers in the sessions and work of all international conferences convened under its auspices, may participate as observers without the right to vote, in the deliberations of the Congress, its committees, subcommittees and working groups and, as appropriate, in its other subsidiary organs. This is true also for representatives of United Nations organs and the specialized agencies, as well as observers designated by other
intergovernmental organizations invited to the Congress. Similarly, representatives of non-governmental organizations
in consultative status with the Economic and Social Council and others invited to the Congress may participate as observers, without the right to vote, in the deliberations of the Congress, its committees, subcommittees and working groups (including workshops).An invitation to participate in the Congress has been issued to those non-governmental organizations in consultative status with the Economic and Social Council, that have a substantive interest in the work of the Congress.
Non-governmental organizations in consultative status which have not received an invitation may indicate their interest in participating in the Congress to the Congress Secretariat. Non-governmental organizations without consultative status with the Economic and Social Council may indicate their interest in participating in the Congress to the Congress Secretariat. According to Economic and Social Council resolution 1996/31
requests for participation should be accompanied by information on: (i) the competence of the organization and the relevance of its activities to the work of the Congress, with an indication of the particular areas of the Congress agenda to which such competence and relevance pertain, (ii) the purpose of the organization, (iii) the programmes and activities of the organization in areas relevant to the Congress and the country or countries in which they are carried out, (iv) confirmation of the activities of the organization at the national, regional or international level, (v) copies of the annual or other reports of the organization with financial statements, and a list of financial sources and contributions, including governmental contributions, (vi) a list of members of the governing body of the organization and their countries of nationality (vii) a description of the membership of the organization, indicating the total number of members, the names of organizations that are members and their geographical distribution and (viii) a copy of the constitution and/or by-laws of the organization. Together with this request, they may also indicate who their representative(s) will be. Based on the above information, the Congress Secretariat may send an invitation to the organization and confirm the accreditation of its representative(s).
All requests from non-governmental organizations without consultative status with the Economic and Social Council wishing to participate in the Congress should reach the Secretariat by 10 March 2000. Individual experts in the field of crime prevention, criminal justice and the treatment of offenders, who have expressed their interest in attending and indicated their professional qualifications, may be invited by the Secretary-General in their individual capacity and participate,
without the right to vote, in the various Congress activities. There is no special fee for attending the Congress. However, all categories of participants are expected to bear all costs of the participation of their delegations. For more information on participation, contact:
