National Reports | Travel Agenda and substantive issues After a survey of the replies to notes verbale of the Secretary-General requesting the views of governments, UN entities, intergovernmental and non-governmental organizations on the items to be included in the agenda of the Tenth Congress and topics for the workshops, and after consideration of the matter by the Commission on Crime Prevention and Criminal Justice,
as the preparatory body for the Congress, the following agenda items were selected:(a) Promoting the rule of law and strengthening the criminal justice system. (b) International cooperation in combating transnational crime: New challenges in the twenty-first century. (c) Effective crime prevention: keeping pace with new developments. (d) Offenders and victims: accountability and fairness in the justice process.
The Discussion Guide (document A/CONF.187/PM.1) provides detailed discussion of the agenda items. It is intended to stimulate discussion of matters of major concern to the international community, with a view to identifying the main policy options for consideration by the Congress.
It was also decided that the following issues would be the topics of the four workshops: (a) Combating corruption; (b) Crimes related to the computer network: (c) Community involvement in crime prevention; (d) Women in the criminal justice system. Emphasis will be placed on the practical and operational aspects of the subjects chosen. The workshops, to be organized jointly by interested parties, including member States, organizations and institutes of the UN Programme Network,
are to deal with topics of interest to both developing and developed countries and involve entities with different areas of expertise. They are to be action-oriented and relate to the substantive Congress topics, including relevant research findings and evaluations. The Discussion guide on the workshops, ancillary meetings, symposia and exhibits to be held at the Tenth United Nations Congress (document A/CONF.187/PM.1/Add.1) has been prepared to facilitate the substantive discussion of the issues to be covered by the workshops.
